On BWG task progress reports

At SC'13 it would be nice to have progress reports from each BWG task.
Nothing complicated, just a two page document explaining what has been
done, what are the findings/conclusions/analysis, and what is next.

My plan is to distribute it to OpenSFS members right before our biannual
face-to-face meeting at SC.
