2.16.0 Release Update

Just need to create a patch to make the necessary test framework changes to allow testing to complete; should be about a day's work. What is happening with Ubuntu 24.04?

Support for clients merged but further work taking place to remove warnings

One more patch needed to complete Hybrid IO work - https://review.whamcloud.com/c/fs/lustre-release/+/53844 ; Some more changes also nice to have, but this provides the basic capability.

Interval tree work seems ready to land; performance problems all addressed; will be able to backport to the in-kernel tree

OpenSFS forming documentation working group; shared responses from the OpenSFS survey; will discuss next time when people have had a chance to review

Next meeting will be either be on 2024-05-11 or 2024-05-11 at 11:00am Pacific, depending on Rick's availability to run the call
