2.16.0 Release Update

Warning that recent landing to master caused widespread zfs testing failures on Autotest; rebase to tip of master to pickup the fix; once again due to test parameter trivial being used

Things progressing well with IPv6; stuff continuing to land

Default behavior when both IPv4 and IPv6 present is to currently to default to IPv4

Suggest using an environment variable to use IPv6 and then perform test runs until reliably passing

Close to being able to commence testing on IPv6/2.16

OpenSFS 2024 survey https://s.surveyplanet.com/2o8koxo5 48 respondents so far; hopefully will get some more before the final deadline and improve on last year's 56; Andreas and myself will miss the next LWG due to travel so Dustin will run the call
